The sixty places are the sixty electron states of the first four shells of an atom, taken in the relative order given by Madelung's filling rule. (In a real atom, higher shells interleave: 5s fills before 4d, and 6s before 4f. The New Quintessence keeps only the first four shells.) Within each sub-shell, every orbital is first occupied alone, the Rising face, before being paired, the Setting face (Hund's rule). Your Wind comes from the predicted yearly variation of the dark-matter flux reaching Earth, which peaks near June 2. That variation is a prediction of physics, not a confirmed measurement.
